  Hi,
    In MPEG-4 Video, decoding of (1 or 4) Motion Vectors per macroblock is completely specified by the standard. There isn't scope for any algorithm.
  Have a look at sections 6.2.6 and 7.6.5 of MPEG-4 Part 2 (Visual).
