I don't know exaclty what you mean by vector-based MPEG-4 2D text.
If you are talking about vector-based text as opposed to bitmap text, as
it is the case in DVD. Then, I suggest you use MP4Box from the GPAC
project. This tool takes as input SRT files and generates a BIFS stream
that contains BIFS updates on a Text node that uses systems fonts.If you are talking about some SVG text samples, where the text glyphs is
actually embedded in the content as vector-graphic primitives, then as far
as I know there are no such tool.
