[Mp4-tech] help about vm rate control config

Dear all:
Now I am work under MoMuSys-FDIS-V1.0, in this version of VM, it support several kinds rate control mechanisms.
When the vm4 is selected, the result is almost same as the non_rate_control case,
and if the VM5+ is selected, too much frames are skipped, when TM5, the PSNR is very small. 
I want to know what are main applications of each mechanism?  If the bit rate is set to 12800, using the simple profile L2,  which type of rate control is suitable? Thank you very much.
