MPEG-4 High-Efficiency AAC is defined in
  ISO/IEC 14496-3:2001/Amd.1:2003
  "MPEG-4 Part 3: Audio, AMENDMENT 1: Bandwidth extension"
This standard was published about half a year ago and should be
available from ISO or your national standardization body. For further
details and info about an upcoming corrigendum (ISO/IEC
