Hi,
One more question about the standard:
Does 14496:2 (the original one without amendment) explain the basic FGS and the headers etc needed for each layer?

  Hi,
    "AMENDMENT 4 (Streaming Video Profile)" to ISO/IEC 14496-2 does describe
(1) Advanced Simple Profile,
(2) Fine Granularity Scalable (FGS) Profile.
  This document (January 2001) carries the Number N3904 and is titled
ISO/IEC 14496-2:1999/FDAM 4
Final Draft Amendment (FDAM 4).
