MPEG-J Reference Implemenation is part of the MPEG-4 Reference Software 
and is available at (I think):

or more specifically at 
http://www.iso.org/iso/en/ittf/PubliclyAvailableStandards/ISO_IEC_14496-5_2001_Software_Reference
If you are MPEG members, please check out the CVS server at 
mpeg.nist.gov for the latest.
