[Mp4-tech] MPEG4 over IP - RFC 3016 or RFC 3640 ?

Hi,
I'm currently designing a sub-system, which among other things, is supposed 
to support transport of MPEG4 video stream over IP.
The stream is supposed to be sent to H.323 endpoints, SIP endpoints and 
Streaming Servers.
As I understand, there are two RFCs dealing with MPEG4 over RTP:
1. RFC 3016 (the simpler one)
Which "...enable transport of MPEG-4 Audio/Visual streams without using the 
synchronization and stream management functionality of MPEG-4 Systems."
2. RFC 3640 (robust one)
Which allows transport of some other elementary streams such as system 
streams, BIFS, OCI, OD and IPMP.
- Which RFC is supported by common H.323/SIP endpoints ?
- Assuming RFC 3016 is appropriate for MPEG4 video over RTP, what is the 
puspose of RFC 3640 ?
- Are there any terminals which support RFC 3640 ?
