[Mp4-tech] VOP time increment

Hi,
I've read the ISO 14496 Part-2 and i've got a question about the VOP time increment. Page 146, it's written that" each of these formats has the same VOP time increment resolution which is equal to 30000/1001 (approximatively 29.97) Hz"
What does it mean ? Why is this rate as the same value whatever the space resolution is ?
It is differrent from the latest (25 fps or 30 fps generally) but I don't understand in which aspect.
Can somebody help me ?
