[Mp4-tech] [Audio] Query about HE-AAC

Hi all,
I am an MPEG committe member and I have the access to the mpeg wg11 site (mpeg.nist.gov). 
I have found a document describing the test spec for HE-AAC (N6468). I have two queries.
1. Is this the latest testing spec ?
2. This doc refers to some testing tools required for testing HE-AAC. 
I would like to know as to where I can find these testing tools and their src code.
