[Mp4-tech] IP/TV MPEG4 delay

Hello,
I would really need your help regarding one issue...
I know that MPEG2 standard was used in the first IP/TV deployments (on a 
ADSL framework) because
MPEG4 had some delay while you were switching between channels.
My question is: Is this problem solved with the new ISMA standard 
(VAC/H.264), as I see Envivio and a lot of other
product vendors base their solutions only on MPEG4?
