Hi Amy,
 I think there is no certain way to know frame lengths, as frame lengths
vary due to a number of conditions. Hence, encoded stream will not
contain anything to identify the end of vop. However, in certain cases
some heuristics can be helpful. But caution must be taken for cases for
erroneous
streams, like a start code is corrupted.
