Hi,
I know the meaning of skipped macrobock for the new standard H.264 but i
think it's the same also for MPEG-2. The decoder reconstructs the frame
with the skipped macroblock replacing the skipped one with the macroblock in
the same position which has already decoded from a previous frame. As a
matter of fact a skipped macroblock is so defined if there is no motion for
this from a frame to an other or if its motion vector can be derived from
neighbouring macroblocks.
