[Mp4-tech] [h.264] reference picture list construction

Dear experts, 
          In ITU-T H.264 standard (05/2003) 8.2.4, the last sentence is 
¡§A reference picture may appear at more than one index in the modified reference picture lists RefPicList0 or RefPicList1¡¨.
Does it mean that RefPicList0 may have two difference indexes both point to the same reference picture?
          Can somebody tell me when this case may happen?
