You can download GSM documents free-of-charge from ETSI site. You can give a
search for "GSM 06.90" for AMR Speech codec in
http://pda.etsi.org/pda/queryform.asp and it will show all of the related
versions. GSM documents are also available in
http://www.3gpp.org/ftp/specs/latest/
