[Mp4-tech][video][H264]about OBMC

No one ever proposed including OBMC in the new design, and I am not even
aware of anyone carefully studying its effect on coding efficiency in
this context.  I have a strong "hunch" that it would improve the video
quality if the OBMC aspects were designed well and if the encoding
algorithms were sufficiently powerful, but I don't know how much benefit
there would be and I would be interested in seeing a good study of that
topic.  However, it would certainly increase decoding complexity.
