[Mp4-tech] AAC: No quantisation data in cb with ZERO_HCB

Dear All,
With respect to 4.6.3.3 (decoding process) of 14496-3
It is said that with the ZERO-HCB, no quantised data is
transmitted. Then further on in the paragraph with
"pulse_data_present == 1" It is said that quantised
coefficients have been replaced by others ... <snip>
>From this it appears that with a ZERO_HCB, no pulse
data can be present, because one cannot replace
something which is not there.
However testvector al04_48.mp4 does just that; It has
pulse data in a ZERO_HCB ?
Is the testvector wrong (or the text has become wrong
because the vector exists), or do I misread the
paragraph?
