Yes, there is something called the Film Grain Characteristics SEI
message that is capable of doing that and also of characterizing much
more elaborate grain synthesis models. This capability was added in
July 2004 in a backward compatible way (since it is just "hint bits"
that existing decoders are not required to interpret.
