[Mp4-tech] Elementart stream multiplexing into transport format

I have received a bunch of AVC elementary streams from various sources. Does 
anyone know of a utility that could packetize these in DVB transport 
format(13818-3) with simple, bare minimum PSI information to be used in a 
simulated headend setup.
