[Mp4-tech] H,264 file format.

Hi All,
I need to understand H.264 file format and find out the number of 
blocks and their sizes in it. I need to convert these variable sized
blocks into fixed size 8*8 blocks like in MPEG-2. Can any one suggest
me how to do this? and also direct me to some resources. I have
downloaded JM96 Reference software and going through it. But I am not
able to understand it properly.
