internally any tool I can think of will go through raw audio here; 
these two codecs may be both 'speech codecs' but I doubt that you can 
convert any of the coefficients etc. very easily.

some of the AMR modes will have some commonality, I think, but a 
general conversion will again be difficult.
What's the problem with going through uncompressed audio in the middle?
