[Mp4-tech] Downsampling and PSNR tools?

Hello Experts,
I just wanted to know whether there are any freely available tools for 
downsampling (spatially and temporally) an original .yuv sequence. In 
addition, is there a tool to compare the difference in PSNR (in dB) between 
two sequences?
Any help is greatly appreciated.
