To start with, have a look at http://www.vcodex.com/h264.html for a primer 
on Inter Prediction in H.264. If you google for "Fast Motion Estimation", I 
am sure you will have several results of interest (A list is 
http://research.microsoft.com/research/pubs/view.aspx?pubid=1422, search 
with "H.264" in http://viola.usc.edu/newextra/Publication/Search.htm, 
http://viola.usc.edu/newextra/Publication/PDF/ICME/2004_ICME_Kuo.pdf, and 
many more!)
