[Mp4-tech] [H.264] Two questions (bS and filteroffset) regarding to the deblocking filter ?

Dear experts,
1.    Why is the intra mode prediction has greater boundary strength (bS)
than inter mode prediction?
2.    Since the FilterOffset is alternated once in slice header
(slice_alpha_c0_offset_div2 and slice_beta_offset_div2), what is the
condition for the encoder to change this value?
