[Mp4-tech] IDCT required for I frames or not??

Hi,
I want to know that the IDCT part and storing of the decoded block in
h,264 encoder  is required for I frames also or not?
Means if I'm not using P frames then also am I supposed to perform IDCT
and storing of this in dct_luma and dct_chroma functions of h.264
encoder.
