the issues you refer to are addressed by MPEG in the following documents:
ISO/IEC 14496-1:2004/COR1
ISO/IEC 14496-3:2005/COR4
Note: Corrigenda are available at the ISO web store free of charge.
If you are an MPEG member, you can have a look into N6798 for a more
elaborative description.
