Actually, on second thought, a better limit is num_ref_frames.

Yes, I believe the right name for the maximum value of
numLongTerm is MaxDpbSize.

In the protocal, the numLongTerm is for the total number
of references frames which are marked as "used for long-term reference"
in the DPB.
Can someone tell me that what is the max value for it?
