[Mp4-tech] 14496-3 BSAC decoder question

Hi,
I have a question when decoding BSAC encoded audio streams. In the spec (14496-3:2005 subpart 4), there is a help element named "numOfLayer", which is the number of large-step layers that the fine grain data is divided into. Can anyone tell me how to determine its value from the decoded syntax elements? Thanks very much.
