[Mp4-tech] is Motion constrained estimation been implemented in SVC Encoder?

Hi,
There is a support for constrained motion estimation through Motion
constrained SEI. I want to know if constarined motion estimation (not just
the SEI) has been implemented in the encoder and/or decoder of H.264 SVC?
