[Mp4-tech] How to get the frame rate by the timestamp

Hi Ye-Kui
I can get the frame rate by 90kHz divided by interval between two
consecutive frames. Right? However,for variable frame rate, I cannot
get the right frame rate by the above way. Maybe you could give a
better idea to solve the problem.
