[Mp4-tech] [Audio] HE-AAC ISO Reference Software Organization

Hello Devilal,
actually mp4mcDec is older, but it is perfectly safe to use this as 
reference for HE AAC and HE AAC v2 decoders.
The next release of the reference software will have support for PS in the 
mp4AudVm_Rewrite decoder as well.
