[Mp4-tech] slice_alpha_tc0_offset_div2 : Loop Filter (Deblocking )

Dear All,
Can anyone let me know How these two parametrs are obtained which are
required in loop filter (Deblocking Filter )
They are part of Slice Header and must be encoded in the bitstream.
*slice_alpha_c0_offset_div2 *
*slice_beta_offset_div2 *
What are *FilterOffsetA and FilterOffsetB* ?
I have seen the 8.7 chapter of teh H.264 Standard but don't know the basics
of alpha , beta and tCO tables.
If anyone can point me for a good theoretical document for Loop Filter that
would be great ?
