Dear Mayank,
I would first strongly recommend downloading version 12.2 of the AVC/H.264 reference decoder. This decoder is considerably faster and better organized. See here:

With regards to running it, you may either use a configuration file or use the following format :
Ldecod.exe -i bitstream.264
where bitstream.264 is the file you would like decode. 
With regards to bitstreams, you could either generate a bitstream of your own using the encoder which can be found within the same project or try to locate other files on your own. Test.264 is the "default" bitstream name that the encoder uses and you can rename it to whatever you want. Some bitstreams can be found here:

Hi all,
I am tryong to run JM10.2 reference decoder code on Visual Studio.It has been mentioned in the Readme.txt to give decoder.cfg as argument.In decoder configuration file decoder.cfg test.264 is mentioned as the configuration file but this file is missing from the JM folder.Can anyone tell me how can i be able to build the reference code and also from where i can download
H.264 encoded streams.If i want to give any other H.264 encoded stream as input to the decoder then how will i be able to do that.
