Several of the HRD and VUI parameters may require 32 bits. Check Annexes D and E.

Could you elaborate under what circumstances Exp-Golomb codes in H.264 would exceed 32 bits.
The only syntax element I have observed that gets a "huge" value is mb_skip_run in a HD resolution picture, say 8159.
In this case, mb_skip_run Exp-Golomb code length is 25 bits.
