[Mp4-tech] Limitation on the length of golomb code

Hi all,
I am new to video coding, and I started with H.264, kind of high aim :)
Ok here is my question. Is there any limitation on how long the golomb code
could be. I have seen some parameters, like offset_for_ref_frame[i] in
Sequence Parameter Set, that range -2^31 to +2^31 -1 inclusive. The golomb
code would be 63 bits to represent such a range. Is there any practical
limitation on the golomb code depending on the profile? Please correct me if
I did any math wrong.
