Each NAL unit has one SCP and may also contain an additional zero_byte
syntax element.
So the first nal unit may start with 0x000001 or 0x00000001 or (one or more
leading_zero_8bits)+0x000001.
And when 0x00000001 is between two nal units, the first 0x00 may be a
leading_zero_8bits of the 2nd nal unit or a trailing_zero_8bits of the 1st
nal unit.
