[Mp4-tech] picture order count type

Hi,
In H.264, in the decoding process of POC, there are *three *picture order
count types. Why this is needed actually?
when B frames are present the decoding order will be different from the
display order.
In baseline profile B frames are not allowed. Still I have seen some
Baseline profile streams with
decoding order different from display order. Is there any relation between
this and picture order count?
I hope the three picture order count types are allowed in any
profile...isn't it?
Please provide assistance to my doubts...
