[Mp4-tech] Doubt regarding MPM

This is specified in 8.3.1.1.
If at least one of mbAddrA or mbAddrB is not available or inter predicted,
dcPredModePredictedFlag is set to 1 and intraMxMPredModeN of both blocks is
2(Intra_4x4_DC).
Otherwise(both blocks are available and intra predicted),
intraMxMPredModeN of both blocks are used to get MPM.
