Hello, everybody:
I'm currently using JM13.2 to do some testing. I use QCIF sequence. The GOP structure is I-B-B-P-B-B-P-B-B. I tried enabled Rate Control, and then tried to compress the video sequence under different bit rate. However, after encoding, the obtained bit rate is always very different from the designated bit rate. For example, when I set the target rate to 100Kbps, the resulted rate was around 200kbps. When I set the target rate to 200Kbps, the resulted rate was around 400kbps. I'm very confused? Any idea about what's going on? Thank you very much.
