[Mp4-tech] Video - Rate control in JM

Hello,
Why in H264 JM RC algo , the Target Buffer Level(TBL) is not set at the middle as mentioned in  MPEG4 RC Algo.In this RC Algo the explination is straightforward , we will always try to maintain TBL at the middle.
for ex: If we have 24kbps at 10 fps and trying to encode 100 frames.
then Buffer size=24*0.5 = 12kb and Target Buffer level is maintained at 6kb.
So we will always try to maintain at this Target Buffer level.then we set threshold which is at say at 9.6(0.8*12),then we will be checking for buffer overflow .
But In H.264 RC Algo(JM) , what is the advantage of defining Target Buffer Level for every frame?
Can anyone explain me this.
