So the answer is that MPEG-7 is not backward compatible inthe sense that the
MPEG-7 standard does not defie and bitstream decoding tools that are even
similar to the ones in MPEG-2 and MPEG-4. 
...that the MPEG-7 standard does not define any bitstream decoding tools
that are even similar to the ones in MPEG-2 and MPEG-4.
