In most cases the Transaction cost of collection is $0.25; It is more
expensive to collect the $0.25 then to make the Players free. I really doubt
if the collection infrastructre can be implemented to make any profit, it is
just a pain may be it provides a few jobs and a nightmare on accounting etc.
There should be a hefty charge only for encoding and no change for decoding,
hey we should compete with the free Windows Media Player, how can you
compete with free, please make the decoders free and be ubiquitous.

I hope the licensors or their representatives can shed some light
on these and other questions that might arise. The language in
the release is open for more than one interpretation.
Not having taken part in these talks, and having read them only today,
I can only say: in general you would only charge once. So if you are
charging for usage, then maybe you shouldn't charge for the decoder
as well.
The way I read it is that the 25 cents is per player copy (HW or SW).
