News Readers,
It has just been brought to my attention that the MPEG-4 Systems license has
been released. The release of this license is a further step towards
realizing the full innovative potential of MPEG4, as MPEG-4's interactive
features, its Scene Description language (BIFS), its Object Descriptor
framework and the MP4 file format are all specified in MPEG-4 Systems. 
I have yet to see the license itself, but given the terms as they were
released last year, I expect it to be less controversial than the Visual
license.
(NB: MPEG is now in the process of reorganizing the Systems spec into
several parts; I do not know if this will impact the license going forward.)

MPEG LA Releases MPEG-4 Systems Patent Portfolio License 
(Denver, Colorado, US – 4 February 2024) – MPEG LA today announced the
availability of the MPEG-4 Systems Patent Portfolio License.  Copies of the

The MPEG-4 Systems Patent Portfolio License provides fair, reasonable,
nondiscriminatory access under a single license to essential MPEG-4 Systems
intellectual property owned by many patent holders.  The License includes
essential patents owned by Apple Computer, Inc.; Electronics and
Telecommunications Research Institute (ETRI); France Télécom, S.A.;
Koninklijke Philips Electronics N.V.; Mitsubishi Electric Corporation;
Samsung Electronics Co., Ltd.; and Sun Microsystems, Inc.  
MPEG LA Chief Executive Officer Baryn S. Futa said, “MPEG-4 Systems is an
indispensable technology.  MPEG LA is pleased to be able to offer this
License for the benefit of the marketplace.”
MPEG LA’s objective is to include as much essential intellectual property as
possible for the convenience of the marketplace.  Therefore, any party that
believes it has patents that are essential to the MPEG-4 Systems Standard
(ISO/IEC 14496-1:2001 [Part 1:Systems], 14496-1:2001/Amd.1:2001 [Extended
BIFS]) and wishes to join upon successful evaluation, is invited to submit
such patents to the independent Patent Evaluator together with a statement
confirming its agreement with the objectives and intention to abide by terms
and procedures governing the patent submission process, which may be
obtained from Jane Tannenbaum, Director, Contract Administration
