Tom, All,
Does this mean that the MPEG-4 AAC AVC and/or H.264 standards are "mature
enough" for everyone to start building hardware and software that is "DVB",
"open-standard", compliant?  Maybe a little explanation would help. 
MPEG-4 AAC was already very mature. High Efficiency AAC is also very close
to market; early versions are even already deployed.
The AVC | H.264 spec has received an enormous amount of scrutiny, which
means it is very robust. Bitstreams are being exchanged in the Joint Video
Team. Now that the spec is final, M4IF and others will start doing interop
testing, a crucial part in attaining true interoperability. 
Yes, anyone can now start building HW and SW that is open-standards
compliant. Many companies have already started. DVB compliance is another
issue - it depends on whether DVB will mandate use of these new standards in
its specifications. There are good indications that this may happen, as we
learned from the recent DVB World event in Dublin.
