They actually do read the list, and so do many licensors, but they do 
not always respond. 
We had a good disxussion last Friday when MPEG LA and representatives
for the Ausdio licensing were at the special M4IF meeting on licensing.
Things are still in flux.
My advice to contact MPEG LA was also aimed at those that do not 
send their opinion to this list. You will see very few official statements
fromlarge corporations on lists like these, even thought they may
have (strong) opinions.
Larry Horn (LHorn   mpegla.com) is MPEG LA's VP of licensing who works on
MPEG-4 licensing.
