[Mp4-tech] mpeg4 short header vs h263 baseline

Hi,
Is there any difference in syntax between mpeg4 short header bitstream and h263 baseline bitstream? 
I found the following statement in one of the 3g forum MMS documents:
"Both H.263 and MPEG-4 visual decoders can decode an H.263 profile 0 bitstream. It is strongly recommended, though, that an H.263 profile 0 bitstream is transported and stored as H.263 and not as MPEG-4 visual (short header), as MPEG-4 visual is not mandated by MMS"
