[Mp4-tech] MPEG-4 part 10

Dear All,
MPEG-4 visual treats a video sequence as a collection of one or more video objects.
Does H.264 or MPEG-4 part 10  treat a video sequence the same way (as video objects) ?
>From what I have read, it seems not, Do you think that a new version of H.264 could support video objects?
