Hello Jefferson, 
There are many a few different ways to address this problem, depending on
the exact test setup you have. 
1. Provide IP level error protection (such as FEC, packet duplication,
retransmission) so that in spite of 4% packet loss in the network, you can
recover mostly all packets for your MPEG decoder. 
2. Look at alternative video encoders (e.g. work being done in the scalable
video coding group) where techniques are being developed to create encoded
video stream that is robust to packet drops (in terms of visual quality of
reconstructed video).
3. A combination of the two schemes above.
