[Mp4-tech] objective video quality metric

Hello all,
I have done some searches on the web and what people have said in this forum in the past, and have had a look at some of the common ways of doing this, however, what I am after is an application or tool that detects _bad_ quality clips - i.e. I am not after a detailed MOS score, all I am looking for is a tool to detect clips that have obvious coding artifacts (i.e. may need to be encoded again using a higher bit-rate etc.), and preferably without having the original clip.
Is there anything that can do this? What would be the methods?
