Conceptually, H.264 does not have the concept of frames which is independent
from the coded units (which are fields or frames). Coded fields and frames
can come in any mix. Fields are designated as top or bottom, but they are
not necessarily paired. Under some conditions (stated in the standard's
text), the encoder can designate (to the decoder) two consecutive (in coded
order) fields of opposite parity as "paired".
