Dear Vinay,
the only criterium an encoder has to fulfill is that it writes leagal MPEG-4
access units (in other words: There is no quality criterion).
In order to test this just encode as many different data in as many different
configurations as feasible for you (as a starting point, you should try to
generate sequences similar to the conformance test sequences). Then try to
decode this data with the MPEG-4 reference decoder. Make sure you use the most
recent version of the reference software, weekly snapshots are available (to
MPEG members only) on an ftp site of the University of Hannover.
Everything is okay as long as the decoder decodes your data without any dubious
warning and the decoded waveform sounds as you would expect it. If the deocder
fails to decode your data, it might have two reasons: Eihter your data is not
conform, or the decoder is buggy or not fully implemented. If you expect the
latter, please inform the MPEG-4 Audio reference software development group by
writing an e-mail to mpeg4_vm tnt.uni-hannover.de.
